Sweden's citizenship test in civics (samhällskunskap): who sits it, what it asks, and what happens next
Since 6 June 2026, Swedish citizenship requires tillräckliga kunskaper i svenska och om det svenska samhället: enough Swedish, and enough knowledge of Swedish society. The society half has its own test, the medborgarskapsprov i samhällskunskap, run by the Universitets- och högskolerådet (UHR). The first one was sat on 15 August 2026.
Below is from UHR's pages on the test and the ordinance on citizenship tests, Förordning (2026:451), read on 7 November 2026. For the Swedish-language half, see Swedish language tests.
You cannot book it yourself
The Migration Agency decides who sits it. You can only register if you have a letter from the Migration Agency (anvisningsbrev). Without BankID or Freja eID, you create your UHR account with your personal identity number and the code in that letter.
Many people never need it. UHR says you can meet the requirement in other ways, and the Migration Agency decides whether you do. Ask the Migration Agency before you prepare for a test you may not be called to.
What the test is
In Swedish only, on paper, multiple choice: four options, one right answer. UHR says it cannot be taken in your mother tongue. The length and number of questions for the next sitting are not yet published.
The ordinance lists what it covers, for example: the history that shaped Sweden; traditions; the welfare state; the labour market, working life and personal finance; climate and environment; the constitution, the fundamental laws and the legal system; rights and freedoms, including equality and children's rights; world religions and freedom of religion; the media; Sweden's geography and geopolitics; and the EU and other international cooperation.
UHR publishes five sample questions and a free study text (utbildningsmaterial). It also says it does not stand behind practice tests made by other people or companies.
Our reading: the test is a reading test as much as a civics test. Each question and its four options are in Swedish, so the Swedish you read with decides how much of your civics knowledge reaches the answer sheet.
On the day
Bring Swedish ID that shows your personal identity number: an identity card for people registered in Sweden (Skatteverket), a Swedish driving licence, or a Swedish SIS-marked ID card. A foreign passport is not accepted, and neither is electronic ID. An expired card is not valid, and a new one can take time, so check yours early.
Your notice (kallelse) appears in your account about a week before. Print it and bring it. Allowed at your desk: a pencil, an eraser and simple pharmacy earplugs. Not allowed: phones, smart or digital watches, earphones, and food or drink (unless granted as an adaptation). You may not leave the room during the test, and you risk not being let in once it has started.
Adaptations of the test or the room can be granted for a disability or other personal circumstances; prepare the certificates in good time.
Results, retakes, dates and the fee
Results appear in your UHR account and go to the Migration Agency automatically. If you fail, UHR says you may get a chance to show the knowledge again, and to ask the Migration Agency what applies to you.
Next sitting: April to May 2027. Dates and places are not yet published, and registration is closed until then. You make a new registration each time, again only with a Migration Agency letter.
Fee: 2,000 kronor, under section 6 of the ordinance, applied for the first time to tests held in 2027. Stateless people who have refugee status or a travel document from a Swedish authority do not pay it. UHR's own page still says fee information is to come.
Appeals: the ordinance allows an appeal only against a decision to give you no result for breaking the rules. A result itself cannot be appealed.
Mistakes worth avoiding
Bringing your passport as ID.
Bringing a valid Swedish ID card or driving licence that shows your personal identity number.
UHR says a foreign passport and electronic ID are not accepted on the test day.
Trying to register before you have a letter from the Migration Agency.
Waiting for the letter, or asking the Migration Agency whether you already meet the requirement another way.
Only people the Migration Agency refers can register.
Studying in your own language only.
Reading UHR's study text in Swedish.
The test is only in Swedish, so you need to recognise the terms as they are written there.
Questions
When is the next Swedish citizenship test in civics?
UHR plans it for April to May 2027. Dates and places are not yet published.
How much does the Swedish citizenship test cost?
The ordinance sets 2,000 kronor, first applied to tests held in 2027. Stateless people with refugee status or a Swedish travel document are exempt.
Can I take the Swedish citizenship test in English or my own language?
No. UHR says the test can only be taken in Swedish.
How do I register for the Swedish citizenship test?
Only with a referral letter from the Migration Agency, through an account on UHR's site. Registration is closed until the next sitting is announced.
Is there a Swedish language test for citizenship yet?
Not yet. UHR says the Swedish-language test will come later, and on 30 September 2026 the Migration Agency reported that UHR has recommended postponing it. The requirement to show Swedish stays.
