Spanish for citizenship in Latin America: three countries test it, two ask for none

Spain's rule is famous: a DELE at A2 or above and the CCSE. Latin America has no single rule at all. Of the six Spanish-speaking countries in the Americas whose law we have read, three test or evaluate Spanish, one writes it into its Constitution without naming a test, and two ask for no Spanish whatsoever. None of the six names a CEFR level.

Every row below comes from the country's own constitution, statute or ministry page, read on 5 and 7 October 2026, and each is a row of our citizenship language table. Where we did not read a lower rule, this page says so instead of guessing.

Costa Rica: speak, write and read, in the Constitution

Article 15 of the Constitución Política asks that whoever applies for naturalisation sabe hablar, escribir y leer el idioma español: knows how to speak, write and read Spanish, and sits a comprehensive exam on the country's history and values. The Ley de Opciones y Naturalizaciones No. 1155 repeats the condition and says how it is proved: a certificate from the Ministry of Public Education (MEP) that the applicant passed its exam on reading, writing and speaking Spanish, together with history and values.

No level is named. Of the six, Costa Rica is the only one that spells out all three skills in its Constitution.

Colombia: a test only if Spanish is not your mother tongue

Article 13 of Ley 2332 de 2023, which replaced Ley 43 de 1993, asks applicants to prove knowledge of the Constitution, history, culture and geography of Colombia, and deberán presentar prueba de castellano, cuando este no fuere su lengua materna. The Foreign Ministry sets the method and the marking; the departmental government runs the exams. Applicants get two attempts, and a failed exam can be retaken six months later.

People over 60 are exempt from the exams, as are holders of a Colombian bachillerato or university degree. Residence is five years on a resident visa, or two with a Colombian spouse or child. The law names no level and no format.

Ecuador: speak and write, and older applicants are still evaluated

The Foreign Ministry's procedure for a carta de naturalización, which sets out articles 71 and 72 of the Ley Orgánica de Movilidad Humana, lists Hablar y escribir en el idioma castellano among the requirements, next to a knowledge exam on Ecuador and an interview.

Older adults are excused from the knowledge exam but deberán hablar y escribir en el idioma castellano, and their Spanish is evaluated. Only people who completed a degree or postgraduate programme in Ecuador taught in Spanish skip both. Residence is three years on a permanent residence visa.

Panama: Spanish in the Constitution, with no test named

Article 10 of Panama's Constitution lets a foreigner with five consecutive years of residence apply if they renounce their other nationality and comprueban que poseen el idioma español y conocimientos básicos de geografía, historia y organización política panameñas. Three years is enough with children born in Panama of a Panamanian parent, or with a Panamanian spouse, on the same proof.

Article 10 also has a route of its own for this audience: nationals by birth of Spain or a Latin American state may naturalise on the terms their own country sets for Panamanians. The Constitution names no level and no test, and leaves the rest to a statute we have not read.

Argentina and Uruguay: no Spanish at all

Argentina. Article 2 of Ley 346 de Ciudadanía, as replaced by Decreto 366/2025, grants citizenship to foreigners over 18 who prove two years' continuous, legal residence, with no trips abroad in that period, and declare their wish before the Dirección Nacional de Migraciones. There is no language condition. We did not read the older implementing decree.

Uruguay. Article 75 of the Constitution gives the right to ciudadanía legal to foreigners of good conduct with a family in Uruguay and capital, property, a profession or a trade, after three years' habitual residence, or five without a family. None of its routes mentions language. The rights can be exercised only three years after the letter is granted. We did not read the implementing laws.

Not needing Spanish for the paperwork is not the same as not needing it to live there: the law is silent on language, and daily life in both countries is not.

What none of the six says

No CEFR level appears anywhere. Spain's A2 is a Spanish rule, set by Real Decreto 1004/2015, and it does not travel. None of these countries names the DELE, the SIELE or any other certificate in the text we read; where there is a test, it is the state's own.

The countries we have not read are absent on purpose. Chile, Peru and Mexico are not on this page: for Chile we could only open a visibly outdated consolidated text, Peru's new nationality law depends on a regulation we could not confirm in force, and Mexico's official portals did not open. A country we cannot read is named as unread rather than filled in.

Which Latin American countries require a Spanish test for citizenship?

Of the six we read: Costa Rica (a Ministry of Public Education exam on reading, writing and speaking Spanish), Colombia (a 'prueba de castellano' only when Spanish is not the applicant's mother tongue) and Ecuador (speaking and writing Spanish, evaluated even for older applicants excused from the knowledge exam). Panama requires command of Spanish in its Constitution but names no test. Argentina and Uruguay have no language condition. Read 5 and 7 October 2026.

What level of Spanish do you need for Colombian citizenship?

Ley 2332 de 2023 names no level. Article 13 requires a Spanish test only when Spanish is not the applicant's mother tongue; the Foreign Ministry sets the method and the departmental government runs it, with two attempts. Applicants over 60 are exempt from the exams.

Do you need to speak Spanish to become an Argentine citizen?

Not under the Act. Ley 346 article 2, as replaced by Decreto 366/2025, asks for two years' continuous legal residence with no trips abroad and a declaration before Migraciones, and contains no language condition.

Is the DELE required for citizenship anywhere in Latin America?

Not in any of the six laws we read (Costa Rica, Colombia, Ecuador, Panama, Argentina, Uruguay). The DELE at A2 or above is Spain's requirement, under Real Decreto 1004/2015, together with the CCSE.
